From the data just off the Gulf robots a model I've used before
predicts Milton will come within a few km of Melbourne FL just before
10 Oct 10pm gmt. That puts the track N of Tampa. Meaning
bad news r.e. storm surge. If the track was substantially S of Tampa
a big hurricane would have the effect of dragging water out of the
bay into the Gulf. But one passing N of Tampa is likely to have the
opposite effect and shove water up into the bay and flood a chunk of
the city.
Present NOAA maps have increased max expected surge to "over 12 ft"
as per Helene.
