With TX policies 2x the US avg seems the surcharge just doesnt cover

Explain. What the hell does "Climatic Strains" mean? Be specific.

Do you mean apples grow larger, cause a lot of damage when they
fall from trees?

Ants ruin a lot more picnics?

Again, be very specific: WHAT is insurance supposedly paying out
for?

Back when Clinton was President he spent a lot of many on disaster
relief, he won in 1992 largely because of the LACK of Republican
effort to respond to disaster in Florida, and he learned that
lesson well. But, he also saw the idiocy in subsidizing people
who build houses on flood plains, in the the likely path of
hurricanes.

There are places, like in Florida, where you can pretty much count
on a hurricane wreaking havoc every blah-blah years, every so many
decades. And they not only cost a fortune but as time marches
forward, population density rises, real estate prices outpace
earnings, the cost keeps going up.

Clinton combated this using the EPA. He used environmental
regulations to keep Wealthfare recipients from rebuilding, and
make new construction in problem zones cost prohibitive. Well
the Republicans agreed totally, but they needed a campaign slogan
so they went mental...

Anyway, today they're using insurance where yester year they used
EPA regulations.
